But I am guessing that a predecessor may have used a local policy to keep people from fiddling with the IE settings on these PCs. That sounds like a local policy was applied, not a group policy to me. All local policies are, are edits to the registry.

I think you would have found if you checked the local policies on your machine via the local policy mmc, you would have seen the IE policies applied there. I did find it interesting that even in the local GPO setup.. It's entirely possible you are correct, but I couldn't find any settings in the local GPO, however, based on the other "little" things i find that the users leave behind I'm not going to discount anything!! As for registry settings.. I thought all the GPO's would set registry settings as applicable, but the processing order defined which ones were applied last local, then domain, then OU, etc etc.
